The only Hero you get near Lions Arch is M.O.X. every other Hero you have to travel to either Nightfall or Eye of the North. Heroes are unlocked individually for each character by doing the relevant quest in Nightfall or Eye of the North. Mercenaries are different but you have to speak to a Mercenary NPC for those.

Elementalist: Great energy management for spells, which are most skills in the game. This lets me use most skills in the game on a single character.
